Big blow for Ola, Uber, Rapido: THIS state cancels bike taxi licences – Know what it means for commuters

The government of Maharashtra has cancelled the provisional bike taxi licences of Ola, Uber and Rapido for not following the Maharashtra E-Bike Taxi Rules 2024, which require only electric bikes. Bike taxi services are now illegal in the state, but they may restart if companies comply with the EV rules.

Daily commuters in Maharashtra who rely on bike taxis have received major news. The state government has stopped app-based bike taxi services after companies allegedly failed to follow the rules. Following the decision, bike taxi services run by Ola, Uber and Rapido are currently considered illegal in the state. State Transport Minister Pratap Sarnaik said in the legislative council that the companies had been given temporary licences.

However, they failed to submit the required documents and meet regulatory conditions within the set time. Because of this, the government decided to cancel the provisional licences.

What rule were the companies expected to follow?

The issue is linked to the Maharashtra E‑Bike Taxi Rules 2024. Under these rules, the government clearly stated that only electric two-wheelers (EV bikes) can be used for bike taxi services. Companies were given 30 days to comply with the rules and submit all required documents. Authorities claim that some operators were still using petrol bikes and had not completed the paperwork.

The government has changed the enforcement approach. Earlier, action was usually taken only against the rider. Now, the owner of the bike linked to these apps can also face legal action. According to the transport department, since April 2024 authorities have taken action against 130 illegal bike taxis and collected more than Rs 33 lakh in fines.

Are safety concerns also behind the decision?

The state government said there have been growing complaints about passenger safety, particularly from women travellers. Officials also noted an increase in road accidents linked to high-speed bike taxi rides, prompting stricter enforcement of the rules.

Is the bike taxi ban permanent?

The government clarified that this is not a permanent ban. If companies such as Ola, Uber and Rapido follow the EV rules and operate fully electric bike fleets, they may receive permits again in the future.

What does this mean for commuters?

For now, the suspension of bike taxi services could affect last-mile connectivity, especially in cities like Mumbai and nearby areas. However, if companies comply with the electric vehicle rules, these services may restart in the state later.
